NATS Civilizational Governance Charter

Preamble
Whereas humanity is facing planetary-level challenges including climate change, energy transition, governance fragmentation, technological disruption, and intergenerational risk;
Whereas existing financial and political systems are insufficient to provide long-term, non-speculative, transnational, and intergenerational governance instruments;
Whereas the continuity of civilization, the sustainability of Earth, and the peaceful coexistence of humanity constitute inalienable and shared responsibilities of humankind;
This NATS Civilizational Governance Charter is hereby established, using the National Treasure Coin (NATS) as a civilization-based digital asset foundation, to construct a governance framework that is governable, auditable, legislatable, and capable of intergenerational succession.
Chapter I — General Provisions
Article 1 — Legal Status of the Civilizational Coin
The National Treasure Coin (NATS) is defined as a civilization-based digital asset whose primary purpose is to uphold civilizational consensus, planetary sustainability, and intergenerational governance.
It is not designed primarily for short-term market speculation, price arbitrage, or the pursuit of singular national interests.
Article 2 — Governance Priority Order
The governance priorities of NATS shall be observed in the following order:
